In the 17th ASEAN Ministerial Meeting on Transnational Crime or AMMTC in Labuan Bajo, West Manggarai, East Nusa Tenggara, a historic declaration on transnational crime among members is expected. Ten ASEAN state ministers and other important guests attended the meeting from 20-23 August. A total of 619 Indonesian National Police personnel were deployed to secure the AMMTC 2023 event.
The National Police Chief General (Pol) Listyo Sigit Prabowo, when giving a statement to the media in Labuan Bajo on Saturday (19/8/2023), stated that the 17th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) is a ministerial-level meeting for ASEAN countries to discuss transnational crime issues within the region. AMMTC was first held in 1997 and has been held every two years. However, since 2017, AMMTC has been held annually.
“We hope that there will be a historic declaration in the 17th MMTC. The connection between the 17th AMMTC and the declaration of the 42nd ASEAN Summit was also recognized as part of efforts to promote cooperation and build an understanding between ASEAN member countries on a number of matters, including this transnational crime,” said the National Police Chief, as conveyed by the Public Relations of the NTT Regional Police.

The National Police Chief and his entourage were picked up by the NTT Regional Police Chief Inspector General Johni Asadoma and a number of regional police officials. Apart from attending the meeting, the National Police Chief also monitored a number of readiness for the implementation of the 2023 AMMTC.

The meeting will formulate important matters that will be declared together for follow-up. The ASEAN countries included in the AMMTC are Indonesia, Brunei Darussalam, Cambodia, Laos, Malaysia, Myanmar, Singapore, the Philippines, Thailand, and Vietnam.
The selection of Labuan Bajo as the location for the 17th AMMTC event is an effort to promote Labuan Bajo as a super-priority tourism destination that is increasingly recognized and visited by both domestic and international tourists. The more visitors to Labuan Bajo, the more the regional economy will thrive.

Several agendas have been prepared, including Preparatory ASEAN SOMTC for AMMTC, led by the Head of Bareskrim Polri Commissioner General Wahyu Widada. This AMMTC Plenary discusses transnational crime issues in Southeast Asia. The meeting was led by National Police Chief General (Pol) Sigit Prabowo.
Head of the International Relations Division of the Indonesian National Police, Inspector General Krishna Murti, stated that the selection of Labuan Bajo is aimed at integrating the event with the local culture, including a cultural parade for the delegates. At the same time, it showcases the collaboration between the central and local governments in organizing national and international events.
The Senior Officials Meeting on Transnational Crime (SOMTC) will specifically discuss topics that have been previously addressed during the meeting in DI Yogyakarta. The meeting aims to unify understanding on terrorism, human trafficking, and the Labuan Bajo Declaration. In relation to this, participants will discuss solutions and strategies to overcome these challenges within the framework of cross-country cooperation.
During the occasion, discussions were also held with partner countries outside the ASEAN region such as China, Japan, and Korea, to discuss capacity development, information exchange, and law enforcement capabilities. Of course, the concept of ASEAN cooperation will also be adopted by those partner countries.

The 17th AMMTC was eagerly awaited by all ASEAN members after the last two years being held offline and online due to the Covid-19 pandemic. In addition to the 10 ASEAN countries, three dialogue partners were also present, namely China, Japan and South Korea, Observer country Timor Leste, Heads of ASEAN Immigration Departments, Cambodian Police, Secretary General of ASEAN, and other delegations. All are here to build cooperation in the field of handling transnational crimes.
The Indonesian National Police (Polri) has prepared 181 vehicles for the security of the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) in relation to traffic engineering and securing the route. Polri will carry out maximum security measures for VIP/VVIP guests from AMMTC participants from arrival until the end of the meeting.
Head of Public Relations Division of the East Nusa Tenggara Regional Police, Commissioner Ariasandy, stated that a total of 619 Indonesian National Police personnel were involved in securing the 17th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) in Labuan Bajo. The number consists of 159 personnel from the National Police Headquarters and 460 from the East Nusa Tenggara Regional Police, supported by West Manggarai, Manggarai, Ende, and Nagekeo Regional Police
